Tacurong SPES grantees finish summer employment

The 252 beneficiaries of the Summer Program for the Employment of Students (SPES) of the City of Tacurong completed their 20-day employment on May 29, 2017. To celebrate the students’ milestone, the city government sponsored a culmination program at Monte Vicentaeu Resort in Brgy. New Passi on June 1st.

Present to support the event were City Councilors Psyche Sucaldito and Atty. Cirilo Flores, Department of Labor and Employment-SK Field Officer Arlene Bisnon, and Mr. Allan Freno of PESO-Tacurong.

The grantees will receive Php5,500 each as salary, 60% of which is counterpart of the city government while the remaining 40% is from the DOLE.(YMR, LGU-Tacurong Informatiton)

Tacurong SPES grantees celebrate end of summer job

The SPES grantees of the City Government of Tacurong have successfully completed their 25-day summer employment at the different offices of the local government and other partner establishments. To commemorate such achievement, the city government held a culmination program at Monte Vicenteau Resort on May 31, 2016.

In full support were City Mayor Lina O. Montilla, Councilors Rodrigo Jamorabon and Psyche Sucaldito, Councilor-elect Dave Salazar, CILGOO Alberto Sero, and New Passi Barangay Captain Roger Bernardo. In her speech, the city mayor lauded the grantees on their completion of their summer employment and encouraged them to keep on working hard to finish their education in order to have the opportunity to formally join the workforce, especially the civil service.

During the event, the SPES grantees also enjoyed fun activities including an Amazing Race, yelling competition, parlor games, and the highlight of the event, the macho-gay competition. Prizes were also in abundance to the delight of the students.

Further, each SPES grantee was given a completion certificate handed by the city mayor herself.

Asked about her experience with SPES, sixteen year old grantee Janine Muyco enthused, “It’s so much fun working together with other students but I also learned how difficult it is to earn money.” Asked if she’d come back as a SPES grantee if given the chance, she quickly answered with a smile, “Definitely.” (Yen Robles, LGU-Tacurong Information)

Tacurong SPES grantees join the fun at SPES Day 2016

A cheering crowd of over a thousand SPES grantees from all over the province of Sultan Kudarat congregated to celebrate this year’s SPES Day. With the theme “Kinabukasan Sigurado sa Disenteng Trabaho”, the event was hosted by the Notre Dame of Tacurong College, organized by the DOLE-SK, and held at the NDTC gymnasium on May 12, 2016.

In attendance were Ms. Naomi Lyn Abellana, DOLE-XII Asst. Regional Director, Ms. Arlene R. Bisnon, DOLE-SK Field Office Head, and Jonix Paniagua, President of PESOMASK.

All of LGU-Tacurong’s SPES grantees joined in on the fun, as well as grantees from the Quezon Colleges of Southern Philippines, Notre Dame of Tacurong College, Notre Dame of Lambayong, Archdiocese Notre Dame Schools of Cotabato, Fit Mart Tacurong, Provincial Government of Sultan Kudarat, and the local government units of President Quirino, Isulan, Lambayong, Bagumbayan, Esperanza, and Kalamansig..

SPES Day 2016 began with a parade at seven o’clock in the morning, which coursed from the Tacurong City Hall to the NDTC gym, and followed by a Eucharistic mass. During the program proper, the grantees jump-started the fun by performing each of their energetic yells; games of Pinoy Henyo and touch ball followed.

Simultaneous with the games was an Anti-Illegal Recruitment Seminar, which was held at the conference room of  NDTC. A select number of SPES grantees attended the seminar.

The highlight of the day was the pop dance competition where each participating group rendered their own choreography of one official dance music. After the demonstration, the dance groups performed in a showdown, street style. LGU-Tacurong SPES took home the prize.

Further, a SPES Day tradition was not missed. The Mr. and Ms. SPES 2016 pageant was held in the afternoon. NDTC and LGU-Tacurong took home the crowns as Miss and Mister SPES 2016 respectively. (Yen Robles, LGU-Tacurong Information)

LGU-Tacurong welcomes new batch of SPES grantees

A total of three hundred ninety (390) students are the grantees of this year’s Special Program for the Employment of Students (SPES).

The biggest number admitted as of yet, the said SPES grantees, together with the 45 grantees of the Government Internship Program (TUPAD-GIP) of DOLE and LGU-Tacurong, were presented to City Mayor Lina O. Montilla and DOLE OIC-Regional Director Albert B. Gutib during the SPES orientation program on April 19, 2016 at the Tacurong City Sports and Cultural Center.

Also present to welcome the students were Ms. Arlene Bisnon, DOLE Provincial Head SK-Field Office, Councilor Ariel dela Cruz, Chairperson of SP Committee on Education, Maximo Casador and John Salinas, barangay captains of New Isabela and San Pablo respectively, and Kagawad Julius Lisa of Barangay Griño.

In her message, the City Mayor welcomed the grantees and encouraged them to grab the opportunity to experience working for the government and serve the constituents. It was also during the program that the City Mayor and the DOLE OIC-Regional Director signed the Memorandum of Agreement for the 2016 SPES and the Memorandum of Understanding for the TUPAD-GIP.

Out of the 390 grantees, 150 are funded by Bottom-Up Budgeting while 240 are funded by DOLE and LGU-Tacurong. Each grantee will receive Php6,000 as salary for the duration of their summer employment.

The orientation proper was conducted by the City Human Resource Management Office through Mrs. Dianne Guadalupe. The grantees were taught the proper conduct befitting a civil servant, and they were familiarized with the rules and regulations governing their stay in the program.

The grantees will be assigned to the different offices of the local government of Tacurong City and its barangays. Some grantees will be assigned to the different national line agencies in the city such as the National Food Authority, DILG, and Commission on Audit. Others were accepted to the business establisments of the city such as Tacurong Fit Mart, Kimsan Plaza, and Swana Mercantile. (Yen Robles, LGU-Tacurong Information)

LGU hires 424 SPES beneficiaries

This summer, 424 students and out-of-school youths will work for the Local Government Unit (LGU) of Tacurong City under the Special Program for the Employment of Students (SPES).

The SPES beneficiaries attended the orientation conducted by the LGU on April 20, 2015 at the City Cultural and Sports Center. Mayor Lina Montilla and other city officials welcomed the newly-hired grantees during the event.

Mandated by Republic Act No. 9547, SPES aims to provide poor but deserving high school, vocational or college students the opportunity to be employed and compensated. SPES is one of the flagship programs of the Department of Labor and Employment (DOLE) in partnership with LGUs and private employers nationwide.

SPES follows the 60-40 salary scheme. On the part of the city government acting as the employer, it only needs to pay the grantees sixty percent of the grantees’ salaries while the DOLE pays the remaining 40 percent.

All SPES beneficiaries will work for a period of twenty days and will receive above minimum wage compensation. Each of the 224 old SPES grantees is set to receive P7, 000.00 salaries while the 200 newly-hired ones will each receive P6, 000.00.

The increase in the SPES budget this year also paved way for higher salaries compared to the meager P4, 000.00 each grantee received last year.

The number of SPES beneficiaries this year increased by more than a hundred as the LGU received additional budget of P900 thousand out of the Bottom Up Budgeting (BUB) funds intended for the summer employment program this year.

Bishop David Salazar, representing the religious organizations in the Ugnayan ng Barangay at Simbahan or UBAS, was also present during the orientation to inform the grantees on the role of the church in monitoring the implementation of BUB-funded projects.

Aside from the BUB fund, LGU Tacurong earmarked P1 Million from its regular fund for the summer job program.

This 2015, DOLE Regional Office XII is the first in the country to implement the Online SPES. Under the Online SPES, all steps in the SPES process (from pledging to payment of their salaries) go online using the SPES portal created by DOLE XII.
