After consistently placing 1st in the local Lupong Tagapamayapa Incentive Awards (LTIA) – Component City Category from 2012 to 2014, Brgy. Upper Katungal finally hit the mark to proceed as a national finalist at this year’s National LTIA – Most Outstanding Lupon of the Department of Interior and Local Government (DILG).
To further solidify their chance to the distinction, the Lupong Tagapamayapa (LT) members of Brgy. Upper Katungal undergone an off-site assessment through a zoom meeting by the National Board of Judges chaired by Dir. Vivian P. Suansing of DILG-Bureau of Local Government Supervision.
Punong Barangay and Lupon Chairperson Hon. Joey Columbres as well as Barangay and Lupon Secretary Raquel Colon – together with the other 14 members of the LT – exhibited the range of their mastery of the Katarungang Pambarangay Law and of the dispute cases their barangay had for the years 2019 to 2020 as the panel of judges took turns in asking them queries and validations regarding their submitted documents.
Assembled in an al-fresco set up outside their LT building, the national validation faced quite a challenge as a heavy downpour befall upon Brgy. Upper Katungal. Despite this, Hon. Columbres and his LT were unfazed with the inconvenience and chose to still pushed through with the interview.
In support to the endeavor, City Mayor Lino O. Montilla and City Vice Mayor Lalaine J. Montilla – alongside City Councilors Remo Flores, Paulino Ledda, Welson Ferrer, and Executive Secretary Rogelio Garcia Jr. – graced the proceedings and stayed even during the rain down.
Mayor Lino also extended his congratulatory message and commended Brgy. Upper Katungal as a barangay worthy to be emulated by the others in executing the justice system in their jurisdiction.
On board and also in full encouragement to the undertaking were DILG XII Regional Director Josephine Leysa, Asst. Regional Director Lailyn Ortiz, and Sultan Kudarat Provincial Director Margarita Baynosa.
As Brgy. Upper Katungal vied for the title alongside 3 other component cities from Luzon and Visayas, the race is still very tight with scores having a small point of difference and only the final results of the assessment, that will be out in the next weeks, will tell if Brgy. Upper Katungal has yielded itself to be the nation’s 2021 Most Outstanding Lupon. (DECostas, LGU-TacInformation)
