Barangays in Tacurong now devolve-function ready

Ready to take charge devolve functions – this is how the 20 barangays of Tacurong City will approach the onset of the Mandanas Ruling on 2022 after being capacitated by the Department of Interior and Local Government (DILG) through an intensive workshop on the Formulation of the Barangay Devolution Transition Plan.

During the 3-day training at Mt. Sabrina Hotel and Resort, General Santos City, from September 30 to October 2, 2021, the Punong Barangays, Secretaries, Treasurers, Kagawads, and SK Chairpersons of each barangay went through a series of thorough coaching, presentation, and critiquing by the Outcome Manager of DILG-Sultan Kudarat Augustus Tabugo.

Tabugo, assisted by the Lambayong Municipal Local Government Operations Officer Bonnie Mua, dabbled on the Devolved Basic Services and Facilities of the Local Government Code of 1991 and the mandate of the newly signed Executive Order 138.

Congruent to EO 138, the National Government (NG) will enable the barangays in the country to shift into full devolution which will expand the delegation of additional duties and responsibilities. On the otherhand, Mandanas Ruling mandates that the LGUs will obtain a share from all the collected national taxes including those of the government agencies and not just from the National Internal Revenue Taxes (NIRT).

For the barangays, this means that they will achieve autonomy over the services they will deliver to their contituents. Most of all, increased funding and budget will be acquired as the NG pour in a percentage of the National Taxes to the Internal Revenue Allotment (IRA) of each barangay.

With this future provision to the barangay government of Tacurong, the City Local Government Operations Office, headed by CLGO Officer Victoria Dolido, ensures that the budget will be appropriately accounted for.

In aid of the CLGOO is the City Planning and Development Coordinator’s Office led by Amelia A. Bochorno who was represented at the conference by the Local Youth Development Officer – Designate Elmer Felongco.

Moreover, City Mayor Lino O. Montilla articulated his support through a Video Message during the workshop. He conveyed his confidence to the barangays that with cooperation and unity, the real essence of the devolution will be attained for the utmost benefit of Tacurongnons.

As a response, Association of Barangay Council President Hon. Amoilo Ortizo expressed the commitment of the 20 barangays and their coordination to the city government. (DECostas, LGU-TacInformation)
