Mayor Montilla goes office-hopping in budget consultations

In a bid to efficiently utilize and allocate local government’s finances, Mayor Lina Montilla went the extra mile in budget consultations by personally going to each of LGU offices to deliberate office budgets with department heads and employees.

Although taxing and time-consuming, the mayor and Budget Officer Nestor Nomananap have been doing this unique budget consultation annually to see the real and actual needs of each office.

Traditionally, the mayor calls all department heads in an executive meeting to deliberate on their office budgets. This system usually result to less efficient allocation of funds since articulate and aggressive office heads may get bigger budgets while the less vocal ones may have difficulty in lobbying for their real office needs.

By visiting the offices, it is sometimes the mayor who sees the need for additional computers, manpower, or even the need for replacement of airconditioning units in a particular office.

For the first two days of budget dialogues that started on September 4, offices that have been visited were: City Assessor’s Office, General Services Office, City Environment and Natural Resources Office, Vice Mayor’s Office, and Office of the Sangguniang Panlungsod. (ASF-LGU Information)
