Introduction on Revised RA. 9184
      This Revised Implementing Rules and Regulations,1 hereinafter called the IRR, is promulgated pursuant to Section 75 of Republic Act No. (R.A.) 9184, otherwise known as the “Government Procurement Reform Act”, for the purpose of prescribing the necessary rules and regulations for the modernization, standardization, and regulation of the procurement activities of the Government of the Philippines (GOP)

         The Revised IRR was approved by the Government Procurement Policy Board (GPPB) through its Resolution 03-2009, dated 22 July 2009, and published in the Official Gazette on 3 August 2009. It took effect thirty (30) days after its publication or on 2 September 2009.

Procurement by Electronic Means The Philippine Government Electronic Procurement System (PhilGEPS)
To promote transparency and efficiency, information and communications technology shall be utilized in the conduct of procurement procedures. Accordingly, there shall be a single portal that shall serve as the primary source of information on all government procurement. The PhilGEPS shall serve as the primary and definitive source of information on government procurement. For this purpose, the Electronic Procurement System (EPS) established in accordance with Executive Order No. 322, series of 2000, and Executive Order No. 40, series of 2001 (E.O. 40), shall continue to be managed by the PS-DBM under the supervision of the GPPB, as the PhilGEPS, in accordance with this IRR.
