ONLINE COMPETITIONS POLICIES, GUIDELINES AND CRITERIA

Introduction:

The year 2021 is a highly regarded milestone in the history of the Philippines of being part of the 500th year of the first circumnavigation of the world, the Victory in Mactan and other related events. It is celebrated as the 2021 Quincentennial Commemorations in the Philippines or 2021 QCP.

To celebrate this milestone, the City Government of Tacurong will be holding various online competitions of various categories as part of its activities.

The main objective of the competitions is to spread awareness of this highly significant milestone by:

  1. Retelling the heroism, gallantry and nobleness of various historical figures in Philippine history especially the local heroes and eminent people the locality has produced;
  2. Honoring the modern-day great examples of greatness and compassion;
  3. Celebrating the Overseas Filipino Workers; and
  4. Highlighting our achievement as a people in science, arts and culture and in various fields.
  1. POSTER MAKING CONTESTS:

In partnership with DepEd City Schools Dvision of Tacurong, the City Government of Tacurong under its Local Culture and Arts Council, aims to discover/enhance the artistic talents of the students and to spread awareness about the importance of this historical milestone among them. This contest shall be in in 3 categories: Elementary, Junior High School and Senior High School.

Elementary & Junior High School Category Guidelines:

  1. The contest is open to all talented Grade 1 to Grade 6 pupils (Elementary Category) and Grade 7 to Grade 10 students (Junior High School Category) in both public and private schools under the City Schools Division of Tacurong.
  2. For elementary public schools, each cluster may have at most two (2) entries while secondary public may have one (1) entry per school. For private schools, both elementary and secondary, each school may submit one (1) entry.
  3. The poster should be relevant to the 2021 Quincentennial Commemorations in the Philippines and should incorporate the 2021 QCP Logo which could be accessed at http://nqc.gov.ph/en/joinus/ or http://www.facebook.com/nqc2021.
  4. The poster must encompass all the main objectives of the 2021 QCP as enumerated above.
  5. Participants may use materials limited to crayons, oil pastel/craypass, coloring pencils, markers and watercolor.
  6. Posters MUST be illustrated either in landscape or portrait orientation using a ½ (20 inches by 30 inches) illustration board.
  7. A maximum of 5-minute video recording (in MP4 format) of the making of the poster MUST be submitted to the official email of the Tacurong City Division (tacurong.city@deped.gov.ph) and copy furnished to the LGU Tacurong 2021 QCP email account (qcptacurong@gmail.com) not later than April 23, 2021.
  8. The poster together with the certificate/certification of enrollment of the participating student shall be submitted to the CID office thru Ma’am Agnes Muyco. DEADLINE FOR SUBMISSION OF ENTRIES WILL BE ON APRIL 23, 2021.
  9. All entries submitted within the deadline shall be screened by a distinguished group of judges and the Top 10 finalist shall be selected and ranked according to the following criteria:

Over-all Impact                                               –             40%

 (creativity, color harmony, and  presentation)                                

Originality                                                       –             30%

Relevance to 2021 QCP theme                       –             30%

 Total                                                               –           100%

                        The decision of the judges is FINAL AND IRREVOCABLE.

Prizes shall be as follows:

1st Place                       –           PhP 3,000.00 and a Certificate of Recognition

2nd Place                      –           PhP 2,000.00 and a Certificate of Recognition

3rd Place                       –           PhP 1,000.00 and a Certificate of Recognition

Consolation Prize (7)  –           PhP     500.00 each and a Certificate of Participation

Winners will be selected on or before April 26, 2021 and shall be announced on April 27, 2021. The Top 3 winning entries shall be posted in the LGU Tacurong official Facebook pages.  Posters of the Top 3 winning entries shall become the property of the City Government of Tacurong.

Digital Poster Making Contest for Senior High School Category Guidelines:

  1. The contest is open to all talented Grade 11 and Grade 12 students in both public and private schools under the City Schools Division of Tacurong.
  2. Each participating school will ONLY have one (1) entry.
  3. The poster should be relevant to the 2021 Quincentennial Commemorations in the Philippines and should incorporate the 2021 QCP Logo which could be accessed at http://nqc.gov.ph/en/joinus/ or http://www.facebook.com/nqc2021.
  4. The poster must encompass all the main objectives of the 2021 QCP as enumerated above.
  5. Participants may use any editing software like Photoshop, Paint, Canva, etc. in creating the digital poster.
  6. Posters MUST be illustrated in A4 (300 DP) either in landscape or portrait orientation in JPEG or PNG format.
  7. A maximum of 5-minute video recording (in MP4 format) of the making of the digital poster MUST be submitted together with the soft copy of the poster to the official email of the Tacurong City Division (tacurong.city@deped.gov.ph) and copy furnished to the LGU Tacurong 2021 QCP email account (qcptacurong@gmail.com) not later than April 23.
  8. A certificate/certification of enrollment of the participating student MUST also be submitted to the CID office thru Ma’am Agnes Muyco. DEADLINE FOR SUBMISSION OF ENTRIES WILL BE ON APRIL 23, 2021.

  1. DUNGUG 3: SPOKEN WORD ONLINE COMPETITION GUIDELINES:

In partnership with the Tacurong Writers Guild TWG, the City Government of Tacurong thru its Local Culture and Arts Council is opening an avenue to budding Tacurongnon spoken word artists to express their ideas and emotions through an Online Spoken Word Contest. This is an opportunity for them to develop their craft and produce outputs for public consumption, highlighting the 2021 Quincentennial Commemorations in the Philippines as the same time spreading awareness of this important milestone in Philippine history.

  1. The contest is open to all promising spoken word artists who are bonafide residents of Tacurong, from 18 to 35 years old who are willing to abide with the competition guidelines, rules and regulations;
  2. The contest piece should be relevant to the 2021 Quincentennial Commemorations in the Philippines. It should be original and have not been performed elsewhere.The contest piece may be written/spoken in English, Filipino, Hiligaynon, Ilocano or Maguindanaon or a combination of this languages/dialects. Translations (in English) should be provided for the Hiligaynon, Ilocano and Maguindanaon words/phrases used;
  3. The contest piece should be recorded in a MP4 format with clear audio. Background music is allowed but should not overpower the spoken words;

Make sure to fill up the required items and upload your MP4 video not more than 1GB.

  • Posting of official entries will be on April 21, 2021 and judging will be done on April 26, 2021 and declaration of winners will be on April 30th.
  • Counting for the People’s Choice Award will be end until April 29th at 5:00 PM.
  • All entries submitted within the deadline shall be screened by a distinguished boardof judges and the Top 10 finalists shall be selected and ranked according to the following criteria:

Content/Elements of Spoken Word    –             50%

Performance/Clarity/Impact                –             25%

Coherence to the 2021 QCP Theme   –             25%

            For the People’s Choice Award, counting will include all Facebook reactions (like, love, angry, care, etc.) and shares.

                 The decision of the judges is FINAL AND IRREVOCABLE.

  1. KanTacurong: ONLINE SONGWRITING CONTEST GUIDELINES:

The City Government of Tacurong thru its Local Culture and Arts Council in partnership with Tacurong Writer’s Guild (TWG) will search for a musical piece that will help popularize the Quincentennial Commemorations in the Philippines and the city’s culture and the arts. 

  1. The contest is open to all composers and songwriters (amateur or professional) who are bonafide residents of Tacurong who are willing to abide with the competition guidelines, rules and regulations. Participants may be an individual or group of musicians in collaboration;
  • Each entry must be an original work of the contestant and all rights, including copyright, to the entry must be owned exclusively by the contestant.
  • The following works shall not be eligible as entries:
  • Those which have been previously published, recorded or released in any part of the world;
  • Those which have been commissioned by a third party;
  • Those which are found to contain two (2) or more bars of melody or lyrics similar to that of a copyrighted, published, or released song in the Philippines or abroad; and
  • Any entry which, in the sole discretion of TWG, is not suitable for its advocacy by reason of content.
  • Requisites/conditions for the song entry/ies:
  • The song must contain the principles, commitments, and important provisions of the 2021 Quincentennial Commemorations in the Philippines in such a manner that its contents will be easily understood by the listening public.
  • The lyrics can be in Tagalog, Hiligaynon, Ilocano, Maguindanaon, and Cebuano, or a mix of these. The melody and lyrics of an entry, once submitted, shall be final and may not be altered or modified prior to final screening.
  • The entry can be in the following genres Pop, Rock, Rap, Folk, Jazz or a fusion of these.
  • The participant can use any musical instrument as accompaniment.
  • The song’s running time shall be 3 to 5 minutes, inclusive of intro and extro.
  • A contestant may submit a maximum of two (2) entries, whether the same be as an individual, a collaboration, or both.
  • The organizers, at its sole discretion, may disqualify an entry which fails to comply with any of the requisites and conditions stated here.
  • Submission of entries:
  • The participant must submit the following per entry:

a.1.) Duly accomplished entry form with complete personal data as required;

a.2.) Lyrics of the musical composition in word document attachment;

a.3.) MP3 file of the musical composition not more than 1GB;

  • You may also visit the City Tourism Office for the entry forms and for submitting your entry.
  • The deadline for the submission of entries will on April 30, 2021, 5:00 PM and posting of official entries will be on May 2, 2021.
  • Judging will be done on May 5, 2021 and declaration of winners will be on May 8, 2021.
  • Only reactions and shares until May 7, 2021 at 5:00PM will be counted for Most Popular entry on Facebook.
  • Failure to comply with any of the above requirements shall be a ground for disqualification.
  • Intellectual Property Rights:
  • All entries are deemed to be the property of the respective participants, subject to the rights of the City Government of Tacurong.
  • If an entry is selected as a finalist, the organizers shall have all the rights, title, interest and copyright to said composition.
  • The contestant agrees that in the event that his/her/their entry is selected as finalist, The City Government of Tacurong shall have the exclusive and unlimited right, worldwide and in perpetuity, to the musical composition (music and lyrics), with audiovisual work that may be deemed necessary and appropriate by the organizers; use in a public performance; to eliminate or edit material which may subject the organizers to any legal action; to authorize the adaptation or translation of the work; and to use the same for any purpose, in any manner and by any means, at the organizers discretion.
  • The organizers shall have the right to use any or all of the entries submitted, free of the full right and authority to use the musical composition in any charge, in connection with the information dissemination on the competition and to use any of the finalists’ entries for any purpose or usage on any of its activities, without need for any remuneration to the contestant.
  • Screening:
  • The organizers shall form a Pre-screening Committee composed of experts and musicians/composers who shall check and verify all entries and declare Ten (10) finalists for final screening.
  • A Final Screening Committee composed of judges will choose the winners based on the following criteria:

Lyrics

(The lyrics shall be relevant to theme)                             –           35 %

Song structure and composition

(The entry must have a clear theme or cohesive idea,

clearly identifiable sections (like verse, chorus, etc.),

and must be between 3 to 5 minutes)                                –           15%

Music and melody

(The entry must be upbeat and engaging;

The music and melody must complement the lyrics;

This will also include the entry’s melodic structure,

chordal progression, and other technical aspects)                         –           30%

Originality (20%)

(The entry is new to the ears and must have recall

value and appeal)                                                           –           20%

Total                                                                   –         100%

The decision of the judges shall be FINAL AND IRREVOCABLE.

  • The organizers shall have the sole discretion and right to choose/assign the interpreter, producer, and arranger in case there will be a need to repeat the recording for the purpose of distribution to stakeholders.
  • An entry of a participant may be disqualified for:
  • Failure to comply with any of the requirements, or a violation of any of these terms and conditions, or breach of the warranties provided herein;
  • In collaborations, all members and Entry/ies may be disqualified even if only one (1) of the individual composers, songwriters, or lyricists has been disqualified or has committed a violation warranting disqualification;

  1. VIDEO DOCUMENTARY MAKING CONTEST GUIDELINES:

The City Government of Tacurong thru its Local Culture and Arts Council will be searching for potential film makers in its Video Documentary Making Contest in celebration on the 2021 Quincentennial Commemorations in the Philippines.

  1. The contest is open to all videographers, video editors and/or video bloggers who are bonafide residents of Sultan Kudarat with no age restrictions and who are willing to abide with the competition guidelines, rules and regulations. Participants maybe an individual or a group of people (maximum of 5 people) collaborating to make the video documentary.
  2. The video documentary should be relevant to the 2021 Quincentennial Commemorations in the Philippines.  It should cover any of the objectives of the 2021 QCP as enumerated above in the introduction. It should be original and have not been shown elsewhere.
  3. The video documentary may be in English, Filipino, Hiligaynon, Ilocano or Maguindanaon or a combination of this languages/dialects. Translations (in English) should be provided for the Hiligaynon, Ilocano and Maguindanaon words/phrases used.
  4. Should the video show clipped from other videos, it should be properly acknowledged and permission in writing from the original videographer be obtained.
  5. The video documentary should be recorded in a MP4 format with clear audio. Background music is allowed but should not overpower the spoken information in the documentary.
  6.  Entries should be sent to qcptacurong@gmail.com together with a picture of the participant/s’ duly accomplished and signed Entry Form and the written script of the documentary with translations (if needed).
  7. You may also submit your video entries saved in a USB drive to the City Tourism Section of the Office of the City Mayor, 2nd Floor, Tacurong City Hall. Entry forms may also be secured there.
  8. Only one (1) entry per individual/group shall be allowed.
  9. The deadline for the submission of entries will on April 25, 2021 at exactly 5:00 PM.
  10. Judging and declaration of winners will be done on April 28, 2021.
  11. All entries submitted within the deadline shall be screened by a distinguished board of judges and the Top 10 finalists shall be selected and ranked according to the following criteria:

Storytelling, Creativity and Originality

(structure and plot;  continuity,

creative and engaging, original)                   –           40%

Technical Quality

(Cinematography and editing)                      –           30%

Audio, Music & Special Effects                     –           20%

Relevance to 2021 QCP theme                     –           10%
